


PARSEC aims to generate scientific knowledge at the nexus between climate change and health, aiming to support public decision for climate change mitigation and adaptation strategies beneficial for health and socially fair.
PARSEC is one of the very few research structures solely dedicated to the climate and health nexus in France. PARSEC was launched in 2024 and is located in the heart of Paris, in the Institute of Biology of Ecole Normale Supérieure (ENS) and supported by Inserm and ENS.
Philosophy, structuring hypothesis
Health and inequalities are central issues in the relevance and acceptability of climate policies. Because the health and social consequences of climate mitigation and adaptation strategies typically unfold on the short term, locally and unconditionnaly of other regions and countries also acting, their optimization and description may provide a huge asset for the implementation of ambitious climate mitigation scenarios, whose climate benefits tend to unfold on the longer term, to be diluted in space and conditional on the main greenhouse gas emitters also acting.

PARSEC main aims
PARSEC has four key aims:
« Impacts » axis
- Document the consequences of CC on health, social inequalities and the environment, and quantify their societal costs
« Trajectories » axis
- Identify optimal adaptation and mitigation trajectories in terms of public health, reduction of inequalities and preservation of the environment
« Implementation » axis
- Identify the levers that will allow these trajectories to be taken (intervention studies, policies…)
Knowledge diffusion
- Research projects will be conducted in a logic of participatory research
- Disseminate knowledge about the impacts of CC on health and the health and social cobenefits of mitigation strategies
- Training tomorrow’s researchers on these issues
